Service Animal Versus Emotional Support Animal
This document, linked here, from the Michigan Department of Civil Rights outlines the difference between service animals, which have been specifically trained to assist individuals with disabilities, and ’emotional support animals’ which provide comfort to an individual but have not been trained to perform specific services. In short, businesses must allow dogs and miniature horses that are service animals. All other animals or animals that are for emotional support can be excluded from businesses (there are separate rulings for housing).
If an animal’s trained work or task is not readily apparent, an entity may ask the following questions to determine the type and training status of the animal:
1. Is the animal a service animal required because of a disability?
2. What work or task has the animal been individually trained to perform?
